It's definitely NOT worth changing your airfare. As other people have said, it is safe and cheap to travel from BWI into D.C. (and not that difficult either). I think the cheapest option is the B30 Metrobus, which is a direct express shuttling between BWI and the Greenbelt Metro station (at the end of the Green line). Then you can hop the Metro into D.C. Amtrak and MARC are also options, but from what I've heard it is fastest to use the B30 because the trains get backed up pretty frequently and make lots of stops.
I've talked to people who have used the B30 bus, and they say it's straightforward. I think it even has luggage racks. Good luck!
References :
there are quite a few sites that you can search that will likely give you the best prices available. just go here: http://bookme.com/flights.php and you will be able to compare prices on all the reputable travel sites in just a couple minutes. it's very convenient and will save you a bunch of time and money. Also, make sure you buy them online... otherwise they charge much higher fees for phone orders. good luck.
References :
There are shuttle vans that run between BWI Airport, Dulles Airport and National Airport. It think they cost about $15...which is a heck of a lot cheaper than $150.

Getting from BWI to IAD to DCA is pretty easy.
References :
I typically use Travelocity and have never had booking or price problems with them, and through my experience, yes it is typically cheaper to buy your tickets 3 months out, between midnight and 2-3am. I am not completely sure about day of the week though...
References :
It's not that hard to get from BWI into DC. Most people take the free shuttle bus from BWI airport to the BWI train station, and from there they take either the MARC commuter train or Amtrak into Washington Union Station. From Washington Union Station, you can either take the Metro subway or a cab to your final destination.
